Rights Group Seeks UN Tribunal For East Timor Abuses

east timor abuses_The United Nations Security council should set up an international criminal tribunal to investigate abuses in East Timor both under Indonesian rule and in the vote for independence, a rights group said on Thursday.

East Timor, which was invaded by Indonesia in 1975 and which voted overwhelmingly for independence a decade ago, will not be able to shake off a culture of impunity unless those guilty of human rights abuses are punished, watchdog Amnesty International said in a report.

“In 1999, anti-independence militias, supported by the Indonesian military, killed more than a thousand Timorese in front of the world, but there has not been proper accountability for these atrocities,” said Donna Guest, Amnesty International’s Asia-Pacific deputy director, in a statement.

Amnesty said abuses perpetrated in the lead-up to the polls included rape, disappearances, arbitrary arrests and unlawful killings.

Tiny East Timor, a former Portuguese colony which achieved full independence from Indonesia in 2002, has opted for a conciliatory rather than a confrontational approach towards its much larger neighbour since independence.

An ad hoc Human Rights Court set up by Indonesia and the UN Special Panels in East Timor tried 18 people for crimes committed during the 1999 violence but all were acquitted, Amnesty said.

A 2005 joint Indonesia-East Timor Truth and Friendship Commission did not have the power to prosecute. Indonesia’s former armed forces chief, Wiranto, was indicted by the UN Serious Crimes Unit for crimes against humanity committed by troops under his command in East Timor.

But he never faced court, and has been free to pursue a political career, running as a vice presidential candidate in Indonesia’s recent elections.

East Timor’s president, Jose Ramos-Horta, has stressed the need to forge better relations with Indonesia, calling on his people to forgive the perpetrators of abuses, and pardoning militia members convicted of crimes. He has said he does not want a U.N. investigation.

However, Amnesty said that that approach would weaken the rule of law in both Indonesia and East Timor, also known as Timor-Leste.

“On two separate occasions since independence, in 2006 and 2008, political violence erupted in Timor-Leste,” Amnesty said.

“Although there were complex reasons for each situation, the failure to rebuild the justice system effectively and to bring those responsible for past human rights violations to justice, contributed to an environment where there was no strong deterrent to political violence and human rights violations.”

Political analyst Max Lane said the UN Security council was unlikely to establish an international criminal tribunal while Indonesia and East Timor were unwilling to support one. “It’s worth campaigning for because otherwise no one is ever held accountable and it happens all over again,” he said.

“However, while the Indonesian government is reluctant, the East Timor government will be lukewarm about it and while that is the case, the chances of a tribunal are less.” By Sunanda Creagh, The Star.

Liberia Still Faces Security Challenges, Despite Gains Towards Peace

security challenges_Liberia continues to make significant progress in consolidating peace after more than a decade of civil war, but the gains remain fragile, especially with regard to security, rule of law and job creation, according to the latest United Nations report on the work of peacekeepers there. “It is critically important that the Government of Liberia make every effort to develop national security and the rule of law institutions that are fully independently operational,” Secretary-General Ban Ki-moon writes in the report to the Security Council, citing the prevalence of rape, armed robbery, mob violence and ethnic tensions.
Moreover, the stability of the West African country, which the UN Mission in Liberia (UNMIL) has been instrumental in returning to peace and democracy since the 2003 ceasefire between warring factions, continues to be affected by potentially adverse developments in the sub-region such as the drug trade and various armed groups, Mr. Ban warns. “I am particularly concerned that drug trafficking could trigger further destabilization,” he says, noting a similar threat to Liberia’s troubled neighbours, Sierra Leone and Côte d’Ivoire. “The claim made by the ruling military authority in Guinea, regarding possible attacks by armed elements based in neighbouring countries, raises the spectre of renewed regional conflict.

“The presence of armed Liberian combatants with uncertain intentions in neighbouring countries also remains a serious cause for concern.” Turning to the economy, which is expected to grow by nearly five per cent this year compared with 7.1 per cent in 2008, Mr. Ban notes that UNMIL, together with the World Bank, the UN Development Programme (UNDP) and the UN World Food Programme (WFP) continues to use labour-intensive road repairs to create short-term employment and promote stability in high security risk areas including near unstable rubber plantations.

He also cites “some encouraging progress” in achieving the Government’s poverty reduction strategy, although “weak institutional capacity remains a serious constraint at both the national and local levels.” On human rights he notes a continued improvement although weak law institutions, economic insecurity and limited social services continue to pose serious challenges, while the Government still faces serious constraints in furthering its anti-corruption agenda, despite some progress in strengthening oversight mechanisms.
On national election scheduled for 2011, Mr. Ban recommends that UNMIL be mandated to offer logistical support, coordinate international electoral assistance and facilitate the creation of a positive climate for a peaceful poll.  He also reiterates his recommendations that UNMIL, which at its height had an authorized total of 15,250 military personnel, be reduced to about 8,200 by next May through the repatriation of a further 8,202 troops, three attack helicopters and 72 armoured personnel carriers. The UNMIL police component would remain at its authorized strength of 1,375.

georgia war changed map for goodA year after Russia defeated neighbor Georgia’s military bid to retake a pro-Moscow region from rebels, Russian President Dmitry Medvedev said on Saturday the war had redrawn the map of the Caucasus for good.

At a ceremony to decorate officers and soldiers who took part in the five-day conflict, Medvedev said the 58th army had prevented the extermination of South Ossetians, who broke from Georgian rule in the early 1990s.

Russia recognized South Ossetia and Abkhazia, a breakaway Georgian region on the Black Sea, as independent states after the conflict and has guaranteed their security.

“Last year’s events have finally redrawn the political map of the Caucasus,” Medvedev told the 58th Army, which spearheaded Russia’s riposte, in the North Ossetian capital Vladikavkaz.

“The recognition of South Ossetia’s and Abkhazia’s independence was the only possible solution,” he said. “This decision will not be reviewed.”

Medvedev later told a delegation of South Ossetians that recognizing their region as an independent state had been a tough — but correct — decision.

“The recognition was a difficult step. Until now there are illusion among some of our international partners that this was a temporary decision, that Russia is maneuvering, that it can be forced into giving up recognition,” he said.

“There will be no rowing back, we will move only forward.”

The war killed at least 390 civilians and at its height displaced more than 100,000. An unfulfilled ceasefire pact, sporadic gunfire and the withdrawal of monitors from pro-Western Georgia’s two rebel regions keep alive the risk of renewed war.

Georgian President Mikheil Saakashvili says Russia fueled separatism and invaded before Tbilisi acted, a charge Moscow has dismissed. Georgia says the invasion was long planned by its old Soviet master as punishment for Georgia’s pro-Western politics and bid to join NATO.

The brief war rattled Western confidence in oil and gas routes running through Georgia and skirting South Ossetia.

Western states condemned Russia’s counter-strike as “disproportionate” and the European Union and NATO froze talks with Russia, a major supplier of energy to Europe.

A year later, ties are back on and Medvedev said the conflict had not damaged Russia’s international relations.

Ossetians marked the anniversary with a candle-lit memorial in the main town Tskhinvali late on Friday timed to begin at the hour the Georgian assault began.

“Georgia’s military potential today is now much higher than it was before August 2008,” South Ossetian leader Eduard Kokoity said after opening a “genocide museum” into the conflict that was built amid the ruins of a house destroyed in the war.

“But our situation is much different today. Today, at our request, Russian military bases are here. They are a reliable guarantee of peace and stability,” he said.

Russia has around 2,000 troops stationed in South Ossetia and Prime Minister Vladimir Putin told reporters said Georgia should have learnt a lesson about the dangers of using force.

“With the current Georgian leadership nothing can be ruled out. But it will be much more difficult for them to do it,” Putin said in a pooled report from the Black Sea city of Sochi, just a few dozen kilometres from the border with Georgia. By Oleg Shchedrov

Malacca Launches Better Tourism Products

malacca launches better tourism_More than 67 tourism players and members of the media from Singapore, Indonesia and the Middle East participated in the Xplore Melaka – The Unesco World Heritage City 2009 programme to boost the tourism industry here recently.
The four-day programme was organised by Tourism Malaysia to introduce new and upgraded tourism products to local and regional players.
Tourism Malaysia state director Ahmad Yahaya Al-Jahsyi said the programme was aimed at increasing the number of tourists to Malacca and getting them to stay longer.
“Tourists spend an average of 1.8 days in Malacca and we hope to increase this to two or three days,” he said after the programme’s closing ceremony.
During their stay, the participants were exposed to many tour packages and given details on Malacca’s core and buffer Unesco heritage zones.
They visited Taming Sari Revolving Tower, Eye On Malaysia, Seafarer Sunset Cruise, Homestay Kampung Ayer Limau and Malacca Arab City on reclaimed Pulau Melaka.
RiauTV cameraman Fithriady Syam, 36, from Pekan Baru, Indonesia, said the programme was a success as it highlighted the city’s tourism products and gave participants a taste of village life.
“We visited a number of rural and modern places, and I believe the programme can attract more visitors from Riau,” he said, adding that he took a 45-minute flight by Riau Airlines from Pekan Baru to Malacca International Airport.
